Punjab, Sept. 23 -- Around 5,000 people in Odisha's Gajapati district have been moved to cyclone shelters and relief camps as the deep depression approaches landfall near Kalingapatnam. Red warnings - rainfall above 20cm - cover six districts.

Note where those districts are. Koraput, Kalahandi, Nabarangpur and Malkangiri are inland and hilly, not coastal. The heaviest rain from this system is forecast for the interior rather than at the point it crosses the coast.
