Bhubaneswar, July 3 -- Odisha School and Mass Education Department issued a new framework for establishing private primary and upper primary schools across the state. The revised guidelines make it strictly mandatory for all upcoming private elementary institutions to secure prior Opening Permission and a formal Certificate of Recognition (CoR) from the state government.

According to the official notification, the state government laid down specific conditions that must be fulfilled by any entity intending to operate an elementary educational institution:
