New Delhi, Oct. 27 -- Delhi Legislative Assembly Speaker Vijender Gupta on Tuesday called for a minimum of 30 annual sittings for State Legislatures, gender-neutral parliamentary rules and greater procedural autonomy for Presiding Officers while presenting Delhi's recommendations on proposed Model Rules for legislative procedures. Addressing a meeting of the Committee on Formulation of Model Rules for Uniformity in the Procedure and Conduct of Business in Legislative Bodies in India, Gupta said uniformity should strengthen democratic standards while respecting the constitutional autonomy and institutional differences of individual Legislatures.

"Uniform Rules must not mean identical rules," he said, stressing that the proposed framework must recognise the distinct constitutional arrangements governing Delhi, Puducherry and Jammu and Kashmir. He also called for replacing masculine expressions in legislative rules with gender-neutral language.
