New Delhi, Oct. 17 -- The Supreme Court-appointed High Powered Enquiry Committee (HPEC) has created a portal to receive complaints from people affected by the violence at Jantar Mantar in Delhi and elsewhere in July 2026.

The portal address is (http://hpec.nic.in). It has been created to enable affected people, including police personnel, to submit their complaints and provide information as the committee reviews various aspects of the violence in accordance with the orders of the Supreme Court dated August 18 and September 10. Complaints about the use of pellet guns, targeted violence and harassment of female protestors and allegations of excessive use of force as well as damage to property by either side would be given priority, the HPEC said.

The portal includes provisions for protecting vulnerable witnesses and allowing complainants to conceal their identities, if they wish to. Affected persons and other stakeholders have been requested to submit their complaints and supporting documents in the formats provided on the website. Persons wishing to provide information or suggestions relevant to the committee's mandate may do so through the portal.

Those who prefer to provide written submissions may hand over their documents at the HPEC office, located at Shiksha Sadan, 17, Rouse Avenue Institutional Area, New Delhi-110002, between 2 pm and 4 pm on working days. Documents may also be sent by post to the above address or emailed to (mailto:hpec2026.enquiry@nic.in).

The HPEC has been asked to examine the issues raised by the Supreme Court orders and review the circumstances in which the violence occurred. The portal has been created to enable affected persons and other stakeholders to submit their statements to the committee.
