New Delhi, Oct. 28 -- Noida Authority's board on Wednesday approved the implementation of Uttar Pradesh's Model Building Regulations, 2026, paving the way for vertical expansion in the city by removing the upper limit on floor area ratio (FAR) for group housing projects along roads at least 45 metres wide.

The new regulations, approved by the state cabinet earlier this month, replace the existing ceiling of 3.5 FAR for group housing in Noida, potentially allowing developers to construct more floor space on eligible plots. However, building height will continue to be governed by applicable safety, fire clearance, aviation and other planning requirements. The authority will also examine how the provisions should apply to sectors that are already substantially developed.

Noida Authority CEO Krishna Karunesh said a committee comprising officials from Noida, Greater Noida and Yamuna Expressway authorities would examine the implementation of the regulations and identify issues requiring decisions at the board level.

The decision was taken at the authority's 224th board meeting, chaired by Deepak Kumar, Uttar Pradesh infrastructure and industrial development commissioner and Noida Authority chairman.

In a major push to technology-led investment, the board approved the Uttar Pradesh Private Business Park Development Scheme, 2025, and decided to invite requests for proposals (RFPs) to select a master developer for a proposed AI city-cum-business park in Noida.

The proposed development will accommodate facilities focused on artificial intelligence, global capability centres (GCCs), information technology, IT-enabled services, research, startups and skill development. The master developer will be selected through a competitive e-bidding process. The board also gave in-principle approval to a land allotment scheme for institutional IT and IT-enabled services projects in Sector 147. The scheme will cover 68,000 square metres of land.

The authority approved a scheme to develop an integrated automobile complex on a 12,596-square-metre commercial plot in Sector 105. The entire plot will be allotted to a single lessee through a single-bid process.

The project will have a permissible FAR of 4, a maximum building height of 20 metres and parking facilities within the plot in accordance with applicable norms. To improve freight movement and address parking requirements for trucks and other goods carriers, the board approved the final report of Noida's City Logistics Plan and decided to forward it to the state government for approval.

The plan assesses industrial and commercial activity, freight movement, traffic management and existing logistics infrastructure to develop a roadmap suited to the city's requirements.

Its objectives include improving goods transportation and distribution, reducing logistics costs, easing congestion, minimising environmental impact and strengthening coordination among government departments, industrial units and transport operators.
