Kolkata, Sept. 1 -- Nabanna has made it mandatory for government officials to affix their official seals along with signatures on physical files, in a move aimed at strengthening transparency, accountability and authentication in government functioning, an official said.
The Department of Personnel and Administrative Reforms (P&AR), in an order issued on September 1, directed officials to prominently mention their names and designations in all official correspondence issued to or received by state government offices. The directive requires signatures to be accompanied by official seals on all physical files, ensuring that the officials responsible for processing and authenticating documents can be clearly identified.
The order has been circulated among senior officials, including the Chief Minister's Office, chief secretary, additional chief secretaries, principal secretaries, secretaries, divisional commissioners, district magistrates and treasury officials. An official said the move would improve communication and ensure greater accountability in file movement and decision-making. In case of a controversy or legal proceedings, officials who processed and authenticated a file would be identifiable and could be held accountable for their actions.
The official added that the directive was also intended to bring state government procedures closer to practices followed at the Centre, where officials' contact details are often provided to facilitate communication.
