India, Aug. 22 -- With the Master Plan for Delhi-2047 (MPD-2047) now notified, six key Priority Areas under Phase-I of Delhi's Deregulation and Compliance Reduction exercise relating to flexible zoning norms, building regulations and approvals have substantially been addressed, Lieutenant Governor Sardar T. S. Sandhu said on Friday. L-G directed departments to ensure that all pending reforms are implemented on priority by the end of this month. The six reforms covered areas including flexible zoning norms, minimum road width for industries in rural areas, building regulations for industrial and commercial plots, the role of empanelled third parties in building approvals and third party inspections for low and medium risk buildings. The notification of MPD 2047 has enabled the implementation of these remaining Phase-I Priority Areas. Of the 23 Priority Areas under Phase-I, 13 have been implemented, while four were considered not applicable following the enactment of the new Labour Codes. The TOD Policy and its regulations, notified on April 6, 2026, are already under implementation. The Urban Development Department is also set to notify the urbanisation of Delhi's remaining 48 villages, while proposed amendments to the Unified Building Bye Laws, 2016, are awaiting final notification.
On Phase-II, seven Priority Areas had been implemented as of August 20, including the removal of dual trade licences by MCD, perpetual registration for shops and commercial establishments, and electricity connections up to 200 KW without inspection. Two more reforms have been recommended as implemented, while 18 are at advanced stages. The meeting was also informed that the Delhi Ease of Doing Business Bill, 2026, has been redrafted and will be placed before the Cabinet. The Delhi Right of Citizen to Time Bound Delivery of Services Bill, 2026, has been passed by the Legislative Assembly, with final notification under process. The Tourism Department has notified the repeal of the Bed and Breakfast Establishments Act, 2007, while a new BnB Policy is in its final stages. DGHS has been appointed as the Single Nodal Agency for healthcare related licences.
