New Delhi, Oct. 14 -- The Delhi Cabinet on Tuesday approved a 10-year Industrial Policy 2026, with the Rekha Gupta government allocating Rs 1,000 crore over five years for the Mukhyamantri Udyamshree Yojana to attract investment, modernise industries and generate employment.

Approved at a Cabinet meeting chaired by Chief Minister Rekha Gupta, the policy focuses on developing Delhi into a clean, technology-driven industrial hub, with incentives for 10 priority sectors, including information technology, Global Capability Centres (GCCs), data centres, healthcare, research and development, urban logistics, waste management and precision manufacturing.

The policy will offer financial assistance for capital investment, office rentals, recruitment, research, certification, technological upgrades, energy efficiency and skill development. Women-led enterprises will be eligible for higher incentive ceilings across priority sectors, while employers hiring women will receive enhanced recruitment incentives.

Under the IT and digital services category, businesses can receive incentives of up to Rs.10 crore for digital infrastructure investment, rising to Rs.12 crore for women-led enterprises. GCCs will be eligible for infrastructure incentives of up to Rs.50 crore, with the ceiling increasing to Rs.60 crore for women-led businesses.

Healthcare projects will receive capital investment assistance of up to Rs.10 crore in general cases, while hospitals with at least 1,000 beds could qualify for support of up to Rs.100 crore. The policy also provides incentives for recycling units, cold-chain facilities and industry-linked skill development.

Micro, small and medium enterprises (MSMEs) will receive support for technological modernisation, energy efficiency and rooftop solar installations to improve productivity and reduce operating costs.

To simplify clearances, Invest Delhi will serve as a single-window agency, assisting investors with site selection, approvals, incentive disbursal and grievance redressal through the Delhi Udyog Mitra Portal.
