New Delhi, Oct. 18 -- The Delhi government has established the Delhi Institute for Transformation and Innovation (DITI) as its principal policy advisory body, modelled on NITI Aayog, to steer the capital's development agenda towards the goal of "Viksit Dilli by 2047", officials said.

According to an official notification, DITI will replace the Dialogue and Development Commission (DDC), which served as the Delhi government's think tank under the previous AAP administration.

Chief Minister Rekha Gupta had announced the proposed institute in the Delhi Budget presented in March. The government approved its establishment in July, with a Governing Board and an Executive Committee to oversee its functioning.

The Governing Board will be chaired by a person nominated by the chief minister. Its members will include all Delhi ministers, the chief secretary, the vice-chairperson of the Delhi Development Authority, the Municipal Corporation of Delhi commissioner and the New Delhi Municipal Council chairperson. The Planning Department's administrative secretary will serve as member secretary.

The Executive Committee, headed by the chief secretary, will include administrative secretaries from the Planning, Urban Development, Public Works Department, and Irrigation and Flood Control departments, along with a representative of Guru Gobind Singh Indraprastha University, the designated lead knowledge institution.

The committee will formulate development strategies, sector-specific targets and socioeconomic goals, besides preparing the Vision Delhi 2047 roadmap. It will also coordinate work across departments and strengthen monitoring, evaluation and innovation mechanisms.

DITI will advise the government on emerging challenges, assess the implementation of policies and programmes, identify resource requirements and support governance reforms. Its mandate also includes prioritising development needs, ensuring vulnerable sections benefit from economic growth and building partnerships with national and international research institutions and think tanks.
