India, July 8 -- BRICS nations adopted the 'Guwahati Declaration' to consolidate efforts in the fight against illicit drug trafficking and international organised crime after two days of the BRICS Heads of Anti-Drug Agencies Meeting in Guwahati on Tuesday. The Joint Declaration reiterated the need for the timely exchange of information and intelligence, as well as innovative technologies, strategies, data and best practices, in accordance with applicable legislation and international obligations, for countering drug trafficking and transnational organised crime. Notably, the member states expressed concern about the increasing use of synthetic drugs and New Psychoactive Substances (NPS) and diversion of precursors through emerging technologies and digital assets by the traffickers, as well as transnational criminal networks using maritime and digital routes for trafficking. India's Director General of Narcotics Control Bureau (NCB) Anurag Garg, while addressing the plenary session comprising heads of anti-drug agencies of BRICS nations, said India is committed to developing a partnership with like-minded countries based on speed, synergy, and shared information for timely actions against international drug-trafficking networks, threatening the security of nations. He stressed India's zero-tolerance policy against drugs and the Narcotics Control Vision Document 2026-29, which prioritises disrupting criminal networks, reducing abuse through awareness and treatment, de-addiction and rehabilitation programs. The meeting provided a platform for members to deliberate and discuss the national situation on illicit drug use, trafficking and abuse, as well as hold thematic sessions on trafficking through the dark web, use of digital technologies for drug interdiction, emerging psychoactive substances and measures for the prevention of precursor chemical diversion. The meeting was organised under India's 2026 BRICS chairmanship theme: "Building for Resilience, Innovation, Cooperation and Sustainability." It was attended by delegates from Brazil, China, Ethiopia, India, Indonesia, Iran, Russia, and the UAE, who emphasised consolidating efforts to achieve a drug-free and safer world.
