Kolkata, Sept. 18 -- The state Higher Education Department has clarified eligibility norms for promotion of teachers and librarians of government-aided colleges under the Career Advancement Scheme (CAS), allowing book chapters with ISBNs as an alternative to journal publications under the specified criteria.
In a memorandum issued on September 17, the department clarified that, for promotion from Assistant Professor (Senior Scale/Academic Level 11) to Assistant Professor (Selection Grade/Academic Level 12), two courses from any one of the four prescribed options could be considered for fulfilling Eligibility Criterion II, rather than requiring the courses to be taken from different options. The department also clarified that a book chapter with an ISBN can be considered as an alternative to the journal-publication requirement for college teachers.
The same provision can also be applied to college librarians.
For college librarians, the department further said peer-reviewed journals could be accepted as an alternative to UGC-approved journals following the discontinuation of the UGC-CARE list with effect from February 11, 2025. For librarians, the department clarified that the minimum duration of courses under Option 1 should be the same as under Option 2 - at least two weeks (10 days) for a single course/programme, or two courses of at least one week (five days) each in lieu of one 10-day course.
The clarifications are part of the revised CAS framework for teachers and librarians of government-aided colleges.
The department said the scheme would be deemed to have taken effect from January 1, 2025.
