Kolkata, Sept. 2 -- The West Bengal School Education Department has directed district inspectors of schools (DIs) to facilitate the matching of birth and death registers with school and madrasa records to identify fake birth registrations and instances of illegal migration.
The direction follows an order issued by the Chief Secretary and a subsequent memorandum issued by the Commissioner of School Education. The DIs have since instructed heads of schools and madrasas to provide the records required for the matching exercise.
Under the mechanism, birth and death registers will be matched with records maintained by anganwadi centres, Mother and Child Protection (MCP) Cards and immunisation records, as well as school and madrasa admission registers, mark sheets and school leaving certificates.
Heads of institutions have been directed to keep the relevant admission registers and other records ready and provide access to them whenever required by the district administration or other competent authorities.
The records made available for verification must be complete, accurate and properly maintained, the directive said. Schools and madrasas have also been asked to cooperate with officials deputed by the district administration for the exercise.
If any discrepancy is found between birth registration particulars and the corresponding school or madrasa records, the relevant records and documents must be provided to the competent authority for detailed verification and enquiry.
The institutions have also been directed to ensure that no relevant admission record or connected document is withheld, altered or destroyed and that the records remain available for inspection whenever required.
The Chief Secretary's order specifies that the matching exercise is to be completed within three months of its issuance, with discrepancies to be subjected to further verification under the supervision of the District Magistrate.
