India, Aug. 6 -- The Delhi Assembly's Monsoon Session is set to begin with a packed legislative agenda, with the Rekha Gupta government preparing to table two Comptroller and Auditor General (CAG) reports and introduce three key Bills that could bring changes to public service delivery, urban shelter administration and the regulation of bed-and-breakfast establishments in the national capital. The five-day session, scheduled from August 7 to August 11, will also see the tabling of amendments related to Delhi's electricity regulations. The legislative business was finalised on Wednesday at a meeting of the Business Advisory Committee (BAC) chaired by Assembly Speaker Vijender Gupta. He said the committee unanimously approved the business to be transacted during the session. Chief Minister Rekha Gupta, who also holds the Finance portfolio, will table two reports of the Comptroller and Auditor General. These include the audit report relating to the Government of NCT of Delhi for the financial year ending March 31, 2023, and the State Finance Report for 2024-25. The reports are expected to be among the major documents placed before the House during the session. The government is also expected to introduce three Bills during the session. Among the legislative proposals, the government will introduce The Delhi (Right of Citizen to Time Bound Delivery of Services) Bill, 2026, which seeks to repeal the existing Delhi (Right of Citizens to Time Bound Services) Act, 2011 and replace it with a new legal framework for the delivery of government services within prescribed timelines. The proposed amendments are aimed at revising the legal framework governing the functioning of the urban shelter board. The third Bill seeks to repeal the Delhi (Incredible India) Bed and Breakfast Establishments (Registration and Regulation) Act, 2007, along with the amendment Acts passed in 2010 and 2021. The move is part of the government's broader exercise to review and streamline existing laws. The Monsoon Session is expected to be politically significant as it will be the first Assembly sitting after the government announced a series of policy initiatives, including welfare schemes, governance reforms and administrative measures. Besides the listed legislative business, members are likely to raise issues concerning public services, civic infrastructure and other matters affecting the national capital. The Business Advisory Committee meeting was attended by Deputy Speaker Mohan Singh Bisht, Chief Whip Abhay Verma, and MLAs Om Prakash Sharma, Som Dutt, Jitender Mahajan and Suriender Kumar. According to the Assembly Secretariat, the committee unanimously finalised the legislative programme for the upcoming session.
