KUALA LUMPUR, Nov. 3 -- Higher Education Minister Datuk Seri Zambry Abdul Kadir has called for Malaysia to shift from a "culture of planning" to a "culture of delivery," saying the nation must turn its many policy visions into tangible results.

Speaking at the International Conference on Public Policy And Leadership at Universiti Malaya today, Zambry said that while Malaysia has produced countless strategic blueprints, there was a critical "delivery deficit" in bringing these to fruition.

To bridge this gap, he called for the public sector to embrace a "delivery mindset" anchored on three fundamental shifts.
