Afghanistan, May 23 -- Vladimir Putin said Friday he had instructed Russia's defense ministry to prepare retaliatory options after a deadly overnight strike on a student dormitory in Luhansk killed six people and injured 39 others.
According to Reuters, Putin described the attack as a "terrorist act" and said the strike was deliberate. Ukrainian officials had not publicly commented on the Russian accusations by Saturday.
Russian human rights commissioner Yana Lantratova said 86 teenagers aged between 14 and 18 were inside the dormitory when the attack occurred, adding that many victims were children and young students.
