Pulwama, July 27 -- Health and Medical Education Minister Sakina Masood Itoo on Sunday said a major reshuffle of doctors across Jammu and Kashmir is "unavoidable" to improve patient care and fix the state's ailing healthcare system.

During a surprise visit to District Hospital Pulwama, Dr. Itoo expressed shock over the unhygienic conditions and staff absenteeism. "Forty doctors are posted here, but only four were present when I arrived. Patients come even on Sundays this is unacceptable," she told reporters.
