JAMMU, Feb. 11 -- In a major push against substance abuse, Chief Secretary Atal Dulloo on Tuesday directed creation of a robust, technology-driven system to track and support every registered drug addiction patient for years after treatment, stressing that sustained institutional support, livelihood opportunities and continuous counselling are essential to achieve a "Nasha Mukt J&K."
