Mumbai, July 21 -- From construction and power to transport and engineering, apprenticeships are enabling organisations to rapidly build the skilled workforce to sustain India's execution-led growth, explains Deepesh Gupta.

India's infrastructure push has entered an execution heavy phase. Record public capital expenditure, expanding industrial corridors, and the rapid scale-up of manufacturing, renewables, logistics and transport are accelerating project pipelines across the country. Government capital expenditure has increased significantly, with total infrastructure spending projected at '143 trillion between fiscal years 2024-30. Yet as investments surge, the real constraint is no longer funding or policy intent but the availability of job-ready talent that can be deployed quickly and at scale. In this environment, apprenticeships are emerging as a practical workforce solution, moving from a compliance requirement to a strategic workforce engine that can build execution capacity for the next phase of infrastructure growth. Apprenticeships train people directly on live project sites-in construction, power, transport and engineering-helping organisations quickly build the skilled workforce to sustain India's execution-led growth. As project pipelines grow, apprenticeship adoption is rising alongside them. The employer's intent to hire apprentices has increased from 76-80 per cent, while conversion of apprentices into full-time roles now averages around 79 per cent.

Sector Growth India's apprenticeship ecosystem spans 36 sector skill councils and nearly 270 trades, with about 10-12 sectors directly tied to infrastructure. Since infrastructure depends heavily on practical, hands-on skills that cannot be built through classroom learning alone, apprenticeships are uniquely positioned to create workforce- ready talent at the speed projects demand. Construction and engineering remain the largest drivers of apprenticeship demand, supported by urban infrastructure and industrial projects. But the picture has expanded significantly. Energy, mobility, logistics and smart-city ecosystems are all generating substantial new demand, and the profile of roles is shifting with it. Transportation that deploys around 22 million people is also seeing strong demand with highways, railways and logistics, expected to generate between .55 million and 3.3 million apprenticeship opportunities, as the apprenticeship act mandates a min of 2.5 per cent to a maximum of 15 per cent deployment. Currently, the growth is in roles such as equipment operators, fitters and electricians. The focus is on execution skills, such as plant operations, equipment handling, maintenance and site supervision. The highest demand is for production and infrastructure trades, including fitters, welders, technicians, quality inspectors and project support roles. Recent infrastructure projects are also more technology-driven and geographically distributed, requiring apprentices across operations, maintenance, diagnostics, digital monitoring and field engineering roles. As a result, apprenticeships now span electric vehicle (EV) charging networks, renewable energy plants, grid operations, smart-city systems, logistics hubs and drone-based infrastructure inspection. This reflects a deeper structural shift, from infrastructure as pure construction to long-term asset management, making apprenticeships a broader cross-sector workforce pipeline. Growth is projected to be strongest across EV and sustainable mobility at 7-8 per cent, renewable energy and grid infrastructure at 8 per cent, smart-city and EV-charging ecosystems at 8-12 per cent, while transport, highways and rail continue to see steady expansion at 5-8 per cent as the sector's volume backbone. Organisations are increasingly aligning training with real project timelines, so apprentices can move into productive roles faster rather than completing training before deployment begins.

Shifting Hiring Geography As infrastructure projects expand beyond major metros into industrial corridors and emerging economic clusters, the geography of hiring is also shifting. Apprenticeship demand is no longer concentrated only in cities such as Mumbai, Delhi, Bengaluru, Chennai, and Hyderabad. This shift is being driven by the location of new investments across states, including industrial parks, freight corridors, data centres, and renewable energy projects being built at scale, requiring talent to be sourced and trained closer to project sites. This momentum is expected to accelerate further across emerging hubs such as Indore, Lucknow, Vizag, Udaipur, and Warangal, where infrastructure and industrial activity are expanding rapidly. Hiring demand in these cities has risen faster than metros, with job growth increasing by around 42 per cent in Tier-2 and 3 cities compared to 19 per cent in Tier-1 locations. Lower living costs, stronger retention, and the availability of local talent make these locations more practical for project-based roles, especially for site technicians, operators, and maintenance roles that require long-term deployment. With government initiatives and micro, small and medium enterprise (MSME) participation expanding adoption, these cities are becoming the primary sourcing base for infrastructure apprentices. This shift is enabling faster hiring cycles, reducing relocation challenges, improving workforce stability, and creating more scalable talent pipelines to support the next phase of infrastructure expansion.

Talent Pipeline Infrastructure apprenticeships follow a tiered qualification ladder aligned to job complexity and site responsibility. This structure is one of the system's key strengths; it creates a clear and scalable pipeline from school-level entry through to graduate engineering talent. Fresher apprentices typically enter with a class 10 or 12 education and form the early-talent intake for construction support, utilities, and logistics roles. Industrial Training Institute (ITI)-certified candidates account for the largest share of intake across trades such as electrician, fitter, welder, and mechanic, forming the core workforce for highways, metro, power, EV charging, and renewable operations and maintenance projects. Diploma apprentices sit in the middle layer, supporting site supervision, testing, maintenance, and operations. Graduate apprentices with BE and BTech degrees are deployed in project coordination, documentation, analytics, and junior engineering roles. Together, this creates a structured pipeline from school-level entry to ITI, diploma, and engineering talent, enabling employers to build a scalable workforce supply while giving apprentices a clear long-term progression path. Demand in the apprenticeship and early-career workforce remains concentrated in hands-on, execution-led roles that directly support India's manufacturing and industrial expansion. At the pre-apprenticeship stage, which lasts from zero to six months, hiring is driven by entry-level shopfloor and operational roles such as ITI technicians, assistant machine operators, picker packers, and general helpers, with compensation typically seeing a salary uplift of around 10-20 per cent as per government-linked frameworks. As candidates move into active apprenticeship between six and twenty-four months, the focus shifts toward semi-skilled production roles, like machine and data operators, reflecting higher responsibility and greater process ownership, while still tracking a similar compensation progression. Post-apprenticeship, during the transition into full-time roles within the first year of completion, the strongest absorption is seen in structured entry roles such as graduate engineer trainees and inventory management positions, where organisations formalise talent pipelines and retain trained workers, again with expected salary increases in the 10-20 per cent range. Overall, the market is clearly structured around progressive skill-building, with predictable compensation upside aligned to capability maturity rather than tenure alone.

Stipends & Workforce Impact More than 1.70 million apprentices are currently engaged nationwide, with infrastructure and manufacturing accounting for roughly 40 per cent of participation. Stipends follow prescribed minimum standards, with partial government reimbursement encouraging employer adoption and programme scale. Stipends in infrastructure apprenticeships typically range between '14,000 and '16,000 per month for trade and ITI roles, while diploma and graduate apprentices usually earn between '17,000 and '22,000, depending on the sector and role. Public sector and large engineering organisations generally follow these ranges, offering strong project exposure even though additional benefits remain limited. Conversion to full-time employment has improved steadily, with national conversion rates now averaging around 79-85 per cent. Infrastructure and manufacturing sectors often report higher absorption as organisations use apprenticeships to build long-term talent pipelines. The primary beneficiaries are employers, young professionals and the wider economy. Companies gain access to trained talent at lower recruitment costs and achieve higher retention levels. At the national level, young people benefit from an earn-while-learning pathway and higher chances of job conversion, while the broader economy benefits from a steady supply of skilled talent for infrastructure execution. Future Workforce Strategy As infrastructure investment continues to rise, the scale of the workforce challenge will only increase. Apprenticeships are positioned to be a foundational part of the answer but realising that potential requires deliberate scale-up, not incremental growth. Annual apprenticeship engagement is projected to grow, and the flexible apprenticeship models are gaining traction, allowing organisations to respond more rapidly to workforce shortages across transport, energy and large infrastructure projects. The strong hiring outlook suggests that apprenticeships are not a short-term measure but a long-term structural solution. For employers, the opportunity is to move from treating apprenticeships as a statutory obligation to building them into a core talent strategy, aligning cohorts with project timelines, investing in structured progression, and using the Tier-2 and- 3 geography shift to build more stable and locally embedded workforces. The question for India's infrastructure sector is no longer whether apprenticeships work. It is whether organisations will scale them fast enough to keep pace with the project pipeline.
