Heard Mr. T Kashyap and Mr. H Das, learned counsels for the petitioners. Also heard Mr. D Das, learned Senior counsel assisted by Mr. P D Nair, learned counsel for the respondent Nos. 4 & 5; Mr. K Gogoi, learned Standing counsel, Higher Education Department, Assam for the State respondents as well as Ms. B Saha, learned counsel for the respondent Nos. 7, 8 & 9 in these writ petitions.
