Heard Mr. B Sarma, learned counsel for the petitioner. Also heard Mr. I Borthakur, learned Standing Counsel, PHE; Mr. C Sharma, learned Standing Counsel, Dima Hasao; Ms. R.R. Saikia, learned counsel appearing on behalf of Mr. S.K. Medhi, learned Standing Counsel, Accountant General and Ms. U Sharma, learned Jr. Government Advocate for the respondents No. 9 & 10.
The respondents are permitted to complete their instructions and file necessary affidavit in the meantime.
