PATNA, Sept. 24 -- The state cabinet on Wednesday cleared the proposal for setting up two new universities, marking a significant expansion of the state's higher-education map and paying deliberate homage to a literary icon. This was among the 24 proposals cleared at the meeting chaired by chief minister Samrat Choudhary. Briefing newspersons after the meeting, additional chief secretary (cabinet) Arvind Kumar Chaudhary said that the government approved the creation of Maa Sita Women's University in Patna and Ramdhari Singh Dinkar University in Begusarai under the Bihar specific university Act, 2026. Each institution received an initial administrative sanction of Rs.15 crore to cover preliminary work and the salaries of officers and staff. The timing of the Dinkar University announcement-on the birth anniversary of the national poet-was presented by the government as a formal mark of respect. Maa Sita Women's University will exercise jurisdiction over all constituent and affiliated women's colleges located in Patna district. Colleges currently under Patna University will remain outside its fold. Officials said the arrangement will create a distinct university system tailored to women's higher education in the district, streamlining academic administration and widening access for female students. Ramdhari Singh Dinkar University will cover constituent and affiliated colleges in Begusarai and Khagaria districts. Institutions linked to Kameshwar Singh Darbhanga Sanskrit University will be excluded. Together, the two universities are expected to improve academic governance and bring higher education closer to students in their respective regions. The same cabinet session approved 22 other proposals spanning security, dairy development, veterinary services and administrative reforms. Police modernisation received Rs.336.85 crore to strengthen district police, railway police, the prohibition and narcotics control bureau, and to equip public buildings. An additional Rs.24.50 crore was sanctioned under the central police modernisation scheme for 50 drones intended for crowd control, riverine operations, anti-Naxal work and disaster response. In the Kosi belt, Rs.126.07 crore was cleared for dairy infrastructure in Supaul, Madhepura and Saharsa under the Kosi milk producers cooperative union. The package includes a curd plant, premium ice-cream facility, animal-feed plant, buffalo heifer farm, sex-sorted semen units, 500 new milk societies, and modern chilling systems-eight projects designed to raise production, collection and value addition. The Bihar veterinary infrastructure and service strengthening policy won in-principle approval, outlining a four-tier service structure over five years and the eventual placement of one assistant veterinary worker for every 10,000 animal units. A new CM's Gau Dhan Vikas Loan Scheme will offer 100 percent interest subsidy on bank loans for livestock, with Comfed as guarantor; beneficiaries will repay only principal, and at least half are expected to be women. Other decisions included the rollout of the e-Sushrut NX application in 12 major medical institutions at a cost exceeding Rs.29.79 crore over three years, the naming of the multi-modal subway near GPO Golambar as the Acharya Kishore Kunal Subway, and substantial upward revision of salaries and allowances for functionaries of commissions, boards and similar bodies. The official said that monthly salaries for those given the status of minister, state minister or deputy minister and serving in various commissions have been raised to Rs.65,000 from the existing Rs.25,000.
