PATNA, Aug. 14 -- The Economic Offences Unit (EOU) on Thursday arrested three people, including two MBBS students-Dr Ujjwal Raj and Dr Ravi Shankar alias Samrat-in connection with the re-National Eligibility cum Entrance Test (NEET)-UG cheating racket in Lakhisarai. Ravi Shankar's brother, Ashwini Kumar, was also arrested by the EOU. The agency seized a Scorpio and Rs.2.95 lakh in cash from Ujjwal Raj. The EOU said Ravi Shankar was the kingpin of the re-NEET cases in Lakhisarai. Fake documents, admit cards and a large number of blank cheques were also seized during the raids. During interrogation, the accused revealed details about biometric manipulation and photo mixing involving fake candidates. EOU Deputy Inspector General (DIG) Manavjeet Singh Dhillon said that, based on the statements of the two MBBS students, other members of the gang, including Ravi Shankar's brother Ashwini Kumar, were arrested. The investigation has revealed that the gang had rigged several competitive examinations, including NEET, by replacing genuine candidates in exams, evading biometric verification and preparing fake certificates. In return, the gang allegedly collected large sums of money from candidates. According to the EOU, Ujjwal Raj was arrested on August 11, while Ravi Shankar was arrested from outside the MBBS supplementary examination centre at Aryabhatta Gyan University in Patna on August 12. Both are final-year MBBS students at Mahavir Institute of Medical Sciences in Pawapuri, Nalanda, and had arrived to appear for their third-year supplementary examination. They were arrested in coordination with the local Jakkanpur police and the university administration. Ujjwal's name had earlier surfaced in a case involving the placement of around seven fake candidates in NEET-UG 2024. He is currently out on anticipatory bail granted by the Patna High Court in that case. His wife was also a candidate in the re-NEET examination. According to the EOU, the gang used to arrange a fake candidate and a solver while filling out examination forms. With the help of some authorised Aadhaar agents and Common Service Centre operators, the biometric details of the fake candidate were updated in place of those of the genuine candidate. The gang also attempted to evade biometric verification through photo mixing. Subsequently, the solver would appear for the examination in place of the genuine candidate. The investigation has revealed that gang members charged between Rs.12 lakh and Rs.30 lakh per candidate for the arrangement. The gang's activities were not limited to arranging solvers for examinations. It also prepared fake income, caste and disability certificates for candidates seeking admission through NEET counselling. During the re-NEET examination, the gang also allegedly arranged vehicles for transporting solvers. The EOU said that, based on Ravi Shankar's information, his brother Ashwini Kumar was arrested from Sandhya Heights apartment in Ramakrishna Nagar. The EOU subsequently raided Ashwini's rented flat at Sunaina Apartment near Zakariapul in Ramakrishna Nagar. Ashwini works as a sales executive and is accused of harbouring and assisting the gang. During the raid, the EOU recovered a blank booklet of the MBBS examination conducted by Aryabhatta Gyan University, admit cards for the AEDO, NEET, BPSSC and CBSE examinations, school marksheets of several candidates, original certificates, transfer certificates and Rs.2 lakh in cash. Around two dozen blank cheques from various banks were also recovered, many of them bearing signatures and linked to substantial sums of money....
