PATNA, Aug. 27 -- With only six days left for the objections/claims period to conclude for the draft rolls as per the ongoing Special Intensive Revision (SIR), the process for verification of documents submitted by voters for enrollment in the draft rolls is all set to begin from September 2 in Bihar. "The process for verification of documents submitted by voters during the first phase of SIR till July 26 and also during claims/ objections period would be verified by concerned authorities. This is a crucial phase of checking the documents of voters attached as proof to establish date of birth/place of birth as per SIR provisions before the final publication of rolls on September 30," said an election department official, in the know of the matter. So far, around 99% of the voters enrolled in the draft rolls have submitted any of the 11 documents prescribed as per SIR for enrolment as elector in the draft rolls, officials in the state election department said on Tuesday. " The coverage of documents provided by electors as provisioned under SIR is 99% so far. We hope, in days to come, it would be 100%," said another election official. The claims and objection period would end on September 1st. The SIR exercise in Bihar kicked off on June 24 and draft rolls were published on 1 August. Sources said maximum documents provided as proof for enrolment in the draft rolls are matriculation/ educational certificates, permanent residency certificates and family tree or 'Vanshawali' though the exact data of nature of documents submitted by voters during the first phase of SIR is yet to be made public. "The data would come out after the period of claims/ objection is over. The process of analysing the documents submitted by voters is still going on . Out of 11 documents prescribed, matriculation certificates, family tree and permanent residency certificates do have a high percentage," officials said. So far, 4,33 lakh form-6 for inclusion of names have been submitted by those who have attained the age of 18 while 1.62 lakh forms for inclusion of names have been submitted under claims/ objections directly from electors who missed out in the draft rolls, as per data issued by the state election department, Meanwhile, state election officials also refuted certain media reports suggesting that there has been electoral malpractices in various booths under different assembly constituencies especially in Seemanchal districts, "Due to lack of proper house records in revenue records or local bodies records, a large number of voters are marked as living in a notional house number so that it is easy for identification. There is no election anomaly in it. Many times, electors having no houses too are marked in a notional house number so that they could be enrolled. The instances cited in some media reports about a large number of electors living in the same house have all been checked," said an election official. He also said that all 12 recognised political parties have been given the list of deleted names booth wise and all party appointed booth level agents (BLAs) are free to give claims /objections as provisions with a declaration for either shifting of any elector or any error in the name of elector in the draft rolls....
