PATNA, Oct. 31 -- The Bihar unit of the Bharatiya Janata Party (BJP) has lodged a complaint with the State Chief Electoral Officer (CEO) against Congress leader Rahul Gandhi, alleging that he made derogatory remarks about Prime Minister Narendra Modi during election rallies in Bihar. The party claimed the comments violated the Model Code of Conduct and provisions of the Representation of the People Act, 1951. In its complaint, the BJP urged the Election Commission to issue a show-cause notice to Rahul Gandhi, direct him to issue an unconditional public apology, and bar him from campaigning for a certain period "to uphold democratic and electoral decorum." "Such action will serve as a deterrent against the increasing trend of personal vilification in electoral politics and reaffirm the Commission's commitment to free, fair, and dignified elections," the BJP said in its letter. According to the complaint, Rahul Gandhi, while addressing public gatherings in Muzaffarpur and Darbhanga on October 29, 2025, allegedly stated, "Before elections, if you ask Modi, he will dance to win votes." Reiterating this in another rally, he reportedly said that "Modi would perform Bharatnatyam if asked to." The remarks drew sharp criticism from BJP leaders, who said the Leader of Opposition "speaks like goons and Pakistan's spokesperson." The BJP termed the comments "deeply disrespectful" and a personal attack on the Prime Minister rather than a critique of his policies or governance. The complaint cited multiple grounds for action, including violation of the Model Code of Conduct, degrading the office of the Prime Minister, breach of the Representation of the People Act, 1951, and violation of ethical and decorum norms. In a separate development, advocate Sudhir Kumar Ojha filed a complaint against Rahul Gandhi before the CJM court of Muzaffarpur, which is likely to hear the matter on November 11. According to the petition, Gandhi, during a public meeting in Sakra (Muzaffarpur), allegedly likened the Chhath festival to drama and theatrics, thereby hurting the sentiments of millions of Hindus. Meanwhile, the Congress expressed strong disapproval of the BJP's complaint. In a statement, Congress spokesperson Suraj Yadav Mandal said, "The Indian National Congress expresses dismay over the BJP's complaint against Rahul Gandhi for using certain language during an election campaign speech in Bihar. The INC is shocked to note that the abusive and hateful speeches of BJP leaders, including Giriraj Singh, Amit Shah, and even the Prime Minister himself, have not come to the BJP's notice." Bihar will vote on November 6 and 11. The counting of votes will take place on November 14....
