RANCHI, Aug. 22 -- The second leg of the monsoon session of Jharkhand assembly would begin from Friday during which the House is scheduled to hold a special discussion on impact of the incessant rains in the state on August 26, besides passing few bills including one transferring power to appoint vice chancellors in the state universities from the governor to the chief minister, people aware of the development said on Thursday. The week-long monsoon session was scheduled from August 1, but it was adjourned sine die on August 4, in wake of the demise of Jharkhand Mukti Morcha (JMM) patriarch Shibu Soren. The session is being resumed by the Speaker on request of leader of the House, chief minister Hemant Soren. "On the first day, the treasury bench would table the first supplementary budget of the current fiscal followed by special condolence for Dishom Guru Shibu Soren and state education minister Ramdas Soren who passed away on August 15. In the next three working days next week, the house would witness a few legislative business including passage of four bills, besides having a special discussion on impact of the rains on August 26," an official said....
