PATNA, July 20 -- The five day monsoon session of the state legislature will start from today (Monday) and it is likely to be stormy as the Opposition parties, mainly Rashtriya Janata Dal (RJD) and Left parties, are all set to corner the state government in both the legislative houses on the status of law and order, state finances and also about delay in recruitment of teachers. There will be also important legislative business during the five day session (July 20 to July 24) including tabling of several important proposed legislations. Sources said that around 13 bills would be tabled in the state assembly during the monsoon session. The important bills to be tabled include Bihar Urban Development Bill, 2026, Bihar Private University (Amendment) Bill, 2026, Registration (Bihar Amendment) Bill, 2026, Bihar Ease of Doing Business Bill, 2026, Bihar Medical (Amendment) Bill, 2026 , Bihar Nurses Registration (amendment) Bill, 2026, Bihar Land Mutation (Amendment) Bill, 2026 and Indian Stamp (Bihar Amendment) Bill, 2026, sources said. Sources said that the Bihar Private University (Amendment) Bill, 2026 stipulates certain changes in the parent act for inclusion of few colleges whereas other bills are also being brought to amend the parent acts for addition of new provisions. The state government will also present the first supplementary budget for the fiscal year 2026-27 for getting the approval of the house of more budgetary provisions for various departments. This fiscal year 2026-27, the state government had presented a budget of Rs.3.47 lakh crore in the last budget session held in month of February this year. Other important legislative business will also be conducted during the monsoon session including taking up the call attention motions and non governmental resolutions. Meanwhile, the monsoon session is set to witness heightened political activity as it's the first session when chief minister Samrat Choudhary, after becoming the CM, will face a session. A one day special session was called on April 24 when CM Choudhary had won the floor test comfortably by voice vote after becoming the CM following the resignation of Nitish Kumar as chief minister on April 14 after a two decade long stint at the top post. Leaders of the RJD and left parties indicated that the Opposition would unitedly raise the general and key issues pertaining to the state's affairs be it the alleged deterioration in law and order, the rising cases of police shootouts being described as "encounters" in which history-sheeters are either getting gunned down or being injured and also the way government is taking big loans. "We will raise the issue rising crime and deterioration in law and order, the state slipping into fiscal crisis owing to heavy debt and also the delay in recruitment of teachers apart from other public issues. The government is trying to also suppress the Opposition, which we will raise strongly," said RJD's state chief spokesperson Shakti Singh Yadav. Arun Singh, leader of the CPI-ML(liberation) legislature party in the state assembly, said that the party MLAs would raise the issue of alleged dislocation of farmers owing to the upcoming township projects in various parts of the state, alleged deterioration in law and order and of so called "encounters". " We will also raise our voice against the centre's bid to bring in the women reservation bill in the coming Parliament session and also the suppression of voices of the Opposition parties," he said. On the other hand, JD(U) and BJP leaders said that the state government led by the NDA would highlight the various initiatives being taken for state's progress in farm sector, power, industry, roads and infrastructure and also making common people's lives easier through better public grievance redressal systems and other welfare measures. "Our government is working on war footing for people's welfare and we will highlight the works done so far in 100 days of CM Samrat Choudhary for state's progress from the floor of the house. The Opposition has no issues and it is evident how the leader of the opposition Tejashwi Prasad Yadav is out of Patna.
