PATNA, Aug. 18 -- A lawyer of Patna high court, Satyendra Kumar, on Sunday urged the Bihar government to remove Dr Bindey Kumar as director of Indira Gandhi Institute of Medical Sciences (IGIMS) and acting vice-chancellor of Bihar University of Health Sciences (BUHS) for his alleged connivance in procuring for his son an OBC non-creamy layer (NCL) certificate, on the basis of which the latter secured an appointment as a tutor, a temporary post at the All India Institute of Medical Sciences (AIIMS), where his father was then the professor of paediatrics surgery. Kumar also urged the Bihar government to recommend a CBI probe against Dr Kumar, failing which he said he would move the Patna high court. The CBI, on advocate Kumar's complaint last December, registered an FIR on August 4 against two former doctors of AIIMS, Kumar Harsheet Raj, son of Dr Bindey Kumar, and Kumar Siddharth, son of Dr Prem Kumar, then dean (academics) of AIIMS, Patna. "I have full faith and confidence in the leadership of chief minister Nitish Kumar. As chancellor of BUHS, the CM, who has a clean image, will not like a tainted person under him to be its vice-chancellor. If the CM still does not act, I will move a writ petition in Patna HC, seeking a CBI probe against Dr Bindey Kumar, now on deputation to the state government," said advocate Kumar while addressing a presser here on Sunday. "If Dr Kumar is not removed, he is likely to influence the probe," said the lawyer. Dr Bindey Kumar did not respond to the lawyer's allegations and demands against him. "The matter is subjudice. I will not like to say anything on this," he said on the sidelines of the 30th foundation day function of the Regional Institute of Ophthalmology at IGIMS before leaving in a huff. "I lodged a complaint with the CBI in December last year. The probe agency had almost completed its preliminary investigation, yet the Bihar government appointed Dr Kumar as acting V-C of BUHS on July 4," said advocate Kumar. Kumar alleged Dr GK Pal, former executive director of AIIMS Patna, Dr Prem Kumar, former dean of AIIMS and Dr Bindey Kumar had got their children appointed at AIIMS on the basis of OBC-NCL certificates, to which they were not entitled. The sons of the three doctors have since resigned. The lawyer said he wanted the CBI to also probe the role of the sub-divisional officer and the circle officer who issued them the OBC-NCL certificates....
