Jamshedpur, June 19 -- The Jharkhand High Court on Thursday asked the state director general of police (DGP) Tadasha Mishra as to why CCTV cameras could not be installed in all the police stations (PS) in Jharkhand and flagged the state health department for not submitting complete report on 'fit' certificate to an arrested accused who was allegedly a victim of custodial torture, lawyer close to the development said on Thursday. "The HC double bench of chief justice MS Sonak and justice Rajesh Shankar expressed their displeasure over CCTV cameras still absent in majority of the PS in the state and asked the DGP the reason for it. The bench also asked the DGP to file full compliance report by June 27. The bench also ordered the additional chief secretary of the health department to file an affidavit clarifying the action taken against the medical officer who had declared the victim of police custodial torture as 'fit for custody' by June 29. The court will hear the case against on July 30," Ritesh Kumar Mahto, advocate representing the victim Jharkhand Loktantrik Krantikari Morcha (JLKM) leader Tarun Mahto, told HT on Thursday. "The court asked the DGP as to why CCTV cameras are not being installed in the police stations across Jharkhand? Why Seraikela-Kharsawan SP is not submitting clear reply in the matter of installing CCTV cameras in the police stations in the district? Why the orders of the Supreme Court (SC) and HC are not being complied with? The state chief secretary and the home secretary must take matters like this seriously or else contempt proceedings will be started against officials concerned," Mahto quoted the HC as warning. Mahato said that the court observed that it could verify the installation of the CCTV cameras in the police stations by Jharkhand Legal Service Authority (JHLSA) and district legal service authorities (DLSAs). Earlier, the Seraikela-Kharsawan district SP had informed the court through an affidavit that the tender process was on for the installation of CCTV cameras in police stations across the district. "The HC bench said such answers are not satisfactory," added Mahato. "The court was partially peeved over non-submission of any report by the state health secretary today on the action taken against the medical officer who had given 'fit for custody' certificate at the time of producing Tarun Mahto in the court," said Mahato. The division bench of the chief justice MS Sonak and justice Rajesh Shankar was hearing the petition arising out of alleged brutal beating and torture of JLKM candidate from Ichagarh assembly constituency Tarun Mahto during the last assembly elections in the custody of the Ichagarh police on November 19, 2025 night. The high court had taken suo-moto cognizance of a complaint by Banumathi Mahto, wife of Tarun Mahto, to the Chief Justice of India (CJI), Jharkhand HC chief justice, chief secretary, home secretary, DGP, and other legal, administrative and police authorities and turned it into a public interest litigation (PIL). Tarun Mahto had contested the 2024 Jharkhand assembly elections from the Ichagarh assembly constituency as a JLKM candidate. He was arrested and allegedly beaten in the police custody on November 19, 2025 night over a dispute with illegal sand mining and transportation mafia and allegedly subsequent attack on a police party. Tarun Mahto has finally come out of jail in all the cases in which he was falsely implicated by the Seraikela-Kharsawan police on June 8 last, after seven months in jail.
