PATNA, Sept. 1 -- Former Indian diplomat TCA Raghavan, who served as the Indian High Commissioner to Pakistan from 2013 to 2015, on Monday said that in the growing and lingering conflicts in the world have shown that there could not be military solutions to political problems. He was speaking at the 1st edition of Lecture Series, Pataliputra Pragya Pravah, at the Lok Bhawan on "Mecca Accord, Pakistan and the future of Indo-Pak Relations". Referring to the Russian-Ukraine war and US-Iran conflict, Raghavan said the repercussions are for all to see despite the involvement of two big powers against not so big powers. Emphasising on a clinical and not a sentimental appreciation of the turbulent situation, he underlined the need for a long-term approach on the part of India to manage its South Asian neighbourhood. "Foreign policy is not a zero sum game and it is perfectly possible for different powers to have multi-pronged engagement in order to serve their self-interest. Besides, the very nature of warfare is changing and the factor of asymmetry between unequal powers is getting reduced," he added. Raghavan discussed the Mecca Accord in terms of potential for complementarities that Pakistan with its nuclear arsenal, Turkiye with its modern warfare technology and S Arabia with its financial resources could bring to the table to trigger new uncertainties not only in Middle East but also in South Asia. He underlined that the choice for India was to tread a fine balance between its uncompromising stand against terror provocations from Pakistan and the long-term need for engagement. Bihar Governor Lt Gen (Rtd) Syed Ata Hasnain said that the idea behind the lecture series was to invite the experts on relevant topics to Bihar, which has been civilisationally and intellectually rich, for interaction and knowledge sharing. Welcoming the participants, Dipak Kumar Singh, Additional Chief Secretary to the Governor, said the distinguished gathering that Bihar Lok Bhawan would organize two lectures each month with domain experts interacting with the audience on a host of relevant issues. Dr Faizan Mustafa, Vice Chancellor of Chanakya National Law University, moderated the session and appreciated the initiative undertaken by the Lok Bhawan to organise such lecture series.
