Engineer held with cash, burnt notes sent to jail
PATNA, Aug. 24 -- The superintending engineer of the Rural Works Department, Vinod Kumar Rai, who was nabbed by the sleuths of the Economic Offence Unit (EOU) on Friday in a corruption case, was forwarded to jail on Saturday.
During the raid on Friday, the EOU discovered Rs.39.40 lakh in cash and partially burnt notes worth about Rs.12 lakh from his custody and charred notes of considerable value.
On Monday, the EOU would approach the court to take him on remand for further interrogation, said an official familiar with the matter, adding that the Enforcement Directorate (ED) has also stepped in to carry out separate investigation.
The EOU has made two teams and one of them has been sent to his native place in Samastipur. The big network of Rai and his suspected investment in diverse fields much above his known sources of income call for a detailed investigation, said the EOU official.
"The investigation so far has brought to light massive investment, including in real estate, adventure and through partnership in shell companies, unaccountable land. The Superintending engineer has a big network and during preliminary interrogation, he has taken names of quite a few people and that is also being examined," said the EOU official.
The EOU is hopeful that in the next 4-5 days, major breakthrough could be achieved in the case.
The Enforcement Directorate has also started examining the case from their own angle, as the actual quantum of assets amassed by Rai is suspected to go up manifold.
The EOU would also share the evidence collected so far with the ED.
"What is apparent right now is just the tip of the iceberg. Due to his large network and ability to digest large amounts of black money, many white collared people, contractors and others are suspected to be in touch with him. Some evidences collected so far point in that direction," the official added.
The SE has come under scrutiny after investigators uncovered assets far exceeding his known income. The probe is still assessing the full extent of his property.
According to EOU, the SE's wealth is estimated to be around Rs.100 crore or possibly more.
Apart from cash and ash of currency notes, the EOU also found more than 12 bank deposits, multiple plots, gold biscuits, and jewellery during the raid on Rai's premises. The investigation revealed that the engineer and his wife attempted to burn the notes to conceal their illicit earnings.
The SE was in charge of the Rural Works Department in Madhubani and Sitamarhi divisions, where work is done on projects like road and bridge construction. It is believed that he accumulated this wealth by taking huge bribes from contractors.
This case exposes the deep roots of corruption in Bihar and proves that some officials have become millionaires overnight by misusing the government system.
This incident has also raised questions on the anti-corruption claims of the Nitish government. Now the entire matter will be thoroughly investigated, and it is possible that more big revelations will be made....
