Draft electoral rolls set to be published today
Patna, Aug. 1 -- The draft publication of the updated electoral rolls in Bihar, conducted under the Special Intensive Revision (SIR) from June 24 to July 26, would be published on Friday. The updated list of voters would carry names of electors who have filled enumeration forms (ERs) along with documents to establish their date of birth and/or place of birth as mandated under the SIR.
In a press statement on Thursday, chief election commissioner of India Gyanesh Kumar said as per para 7(4) of SIR orders ( page 3), the draft electoral rolls of Bihar are being published tomorrow i.e. Friday, the 1 August 2025 at http://voters.eci.gov.in /download eroll.
"Physical as well as digital copies will also be given to all recognised political parties in Bihar in all 38 districts by the 38 district election officers (DEOs) of Bihar. The chief electoral officer, Bihar and 243 electoral registration officers (EROs) will also be inviting any elector of that assembly constituency or any recognised political party to come forward and give claims and objections from 1 August to 1 September 2025 for adding names of any missing eligible elector, removing names of any ineligible elector or correction of any entry in the draft electoral rolls," the CEC said.
Officials in the state election department held long meetings on Thursday to review the preparations for publication of the draft rolls. "A link would be given where electors can check their names in the rolls. All the BLOs would also get copies of the electoral rolls and voters can check their names at their respective booths," said an election officer, seeking anonymity.
The ECI has already issued data based on the key findings of enumeration phase in which 7.24 crore EFs were collected from voters out of 7.89 crore voters, who were enrolled earlier in the voters' list published in January 2025.
Out of the 7.89 crore voters, 22 lakh voters (2.83%) were found deceased, 36 lakh (4.59%) were found permanently shifted/ not found while seven lakh voters (0.89%) were found enrolled at multiple places. The last SIR took place in Bihar in 2003.
There were a certain number of voters who did not submit forms or were not found by BLOs, as per data.
The ECI said there could be many reasons behind it including either the electors became voters in other states/UTs, were not found in existence or were not willing to register as an elector for some reason or other.
"Exact status of these electors will be known after scrutiny of these forms by ERO/AERO by August 1," the ECI had said in a press note earlier.
In that perspective, there are indications that around 65 lakh voters are likely to be deleted from the updated voters list to be published on August 1.
Significantly, the ECI has ordered that block offices and offices of urban local bodies would run special camps from August 2 to September 1 to accept forms for inclusion of names, correction or rectification of any entry in the rolls and also claims/ objections on names in the rolls from electors. The exercise would be done as per second phase of the SIR.
The final publication of the updated electoral rolls would be done on September 30....
