PATNA, Oct. 27 -- CPI-ML(liberation), one of the key left allies of the opposition INDIA bloc, on Sunday released its 'Parivartan Sankalp Patra'- a pledge paper or manifesto of the party, promising to implement the recommendations of the land reforms committee report of D Bandopadhyaya, enhancing the reservation limit in state jobs and educational institutions to 65% for backward and scheduled castes as well as giving minimum wages to Asha and other contractual workers. Releasing the party's manifesto, ML's general secretary Dipankar Bhattacharya said the state going to election is standing on the throes of a new era and the opposition coalition was committed to oust the NDA government led by chief minister Nitish Kumar from power this time. The ML is contesting 20 seats in alliance with RJD, Congress and other parties in the opposition bloc. In 2020 polls, ML had won 12 out of 19 seats the party had contested. "We are committed to ousting the present NDA dispensation. This election is not only an opportunity to change the government but also change the course of state's direction and status. The 'Sankalp patra' is a guarantee of rights and dignity of all the working class, labour class, landless, farmers, minorities, adivasi community," said Bhattacharya. Among the key highlights of the party's pledges or manifesto includes providing five decimal of land to each homeless families in rural areas and three decimal of land to homeless in urban areas, distribution of 21 lakh acre of land among the landless, settlement of land of those living in gair mazurua land , ban on any displacement of families from any place without proper rehabilitation,etc. The ML has also promised that loans of ;poor farmers would be waived off, irrigation facilities would be strengthened and proper support price on foodgrains purchased from farmers would be ensured.Sharecroppers would be given identity cards and there would be protection from their forcible eviction from the fields. "We will also hike the old age pension to Rs.1500 for all beneficiaries and all loans up to Rs.2 lakh would be waived off. The reservation for backward classes and scheduled castes/tribes would be enhanced to 65 % in state government jobs and educational institutions," said state secretary Kunal. Other promises made include Rs.3,000 as allowance to unemployed youths, filling up of vacancies in government sector, Rs.1,500 as monthly allowance to all women as "Samman Rashi" and financial support to vendors and smaller businessmen. The ML has also said that the excise laws would be reviewed and new policy to be introduced with total ban on implementation of all central laws , which are perceptibly against the federal structure and against constitutional norms.
