Congress to launch 'Har Ghar Adhikar' campaign this week
India, Sept. 15 -- PATNA: Following the success of Rahul Gandhi's Voter Adhikar Yatra, which revitalized the Congress party in Bihar, the state unit is scheduled to undertake 'Har Ghar Adhikar' campaign this week. The initiative aims to deepen voter engagement across all assembly constituencies while collecting at least 50,000 filled application forms per constituency for the proposed Mai Bahan Samman Yojna, a key welfare scheme of the INDIA bloc. This move signals Congress's intent to challenge the ruling JD(U)-BJP alliance in the October-November 2025 assembly elections.
The Voter Adhikar Yatra, a 16-day, 1,300-km march from August 17 to September 1, covered over 20 districts and 110 constituencies, highlighting alleged electoral irregularities, particularly the Election Commission of India's (ECI) Special Intensive Revision (SIR) of voter lists, which reportedly removed around 65 lakh names, disproportionately affecting marginalized groups. With participation from INDIA bloc allies like RJD's Tejashwi Yadav and Left parties, the yatra reinvigorated Congress cadres and bolstered its demand for higher number of seats in the upcoming polls.
The 'Har Ghar Adhikar' campaign extends the yatra's focus on voter rights through door-to-door outreach, promoting the INDIA bloc's promises of social justice, employment, healthcare and land rights. Central to the campaign is the Mai Bahan Samman Yojna, launched earlier by All India Mahila Congress chief Alka Lamba, which offers eligible women from economically weaker sections Rs.2,500 monthly if the bloc forms the government. Inspired by successful schemes like Madhya Pradesh's Ladli Behna Yojana and Jharkhand's Maiya Samman Yojana, the initiative aims to enroll women via missed calls (8800023525) or online forms, targeting deprived households.
The campaign also emphasizes voter education on issues like SIR discrepancies and bloc guarantees, such as 200 units of free electricity, Rs.1,500 pensions for widows and elderly, and land for landless families, as outlined in Congress's Ghar Ghar Adhikar Patra. Digital tools, including a dedicated website and helplines, aim to make these promises accessible, said Bihar Pradesh Congress Committee media head Rajesh Rathor.
A key goal is to erode JD(U)'s stronghold among women voters, cultivated through policies like the Mukhyamantri Balika Cycle Yojana (2006), which provided bicycles to over 90 lakh schoolgirls to boost enrollment of girl students in secondary education. The total prohibition (2016) reduced domestic violence by 20-30%, while Jeevika Self-Help Groups have empowered 1.4 crore women with Rs.12,200 crore in loans, making Bihar India's SHG leader. Reservations (50% in panchayats, 35% in government jobs) have further solidified women's support, with higher female voter turnout favoring NDA in 2020. A senior Congress leader Kishore Kumar Jha said the Congress aimed to counter the opponents' strategy with a more generous direct-transfer scheme, addressing unmet economic needs amid Bihar's challenges like unemployment and migration through the campaign.
To galvanise the campaign, AICC general secretary Priyanka Gandhi Vadra is expected to visit on September 28, addressing rallies with Mahagathbandhan leaders. Her earlier appearances during the Yatra in Supaul and Sitamarhi drew strong responses, particularly from women and youth, positioning her as a key mobiliser to counter NDA's women-focused outreach.
The campaign unfolds amid alliance dynamics, with Congress leveraging its revitalized image to negotiate a larger seat share from RJD, which dominated with 144 seats in 2020. RJD's Bihar Adhikar Yatra, led by Tejashwi Yadav from Jehanabad starting September 16, will focus on jobs and social justice across 10 districts, potentially overlapping with Congress efforts and testing bloc unity. Observers see 'Har Ghar Adhikar' as a dual strategy: energizing grassroots workers and building a beneficiary database to strengthen Congress's bargaining power. With women (49% of voters) and youth (35%) pivotal in a bipolar contest, the campaign could reshape Bihar's electoral landscape-or risk straining alliance cohesion-as the ECI prepares to announce poll dates....
