ARA/BUXAR, Aug. 10 -- Civil court employees of Bihar have announced a phased protest over their 14-point demands, whichinclude cadre restructuring, promotions, pay revision and implementation of judicial recommendations. The Bihar Civil Court Employees Association (BCCEA) held a meeting at Gardanibagh, Patna, on Sunday, where it finalised an agitational course of action. The association announced that its members would bear black badges on October 7, if the government failed to take concrete action on their demands. The association stated it would consider proceeding with collective mass leave starting November 2 if the issues remained unresolved. Association president Rajeshwar Tiwari said that several service-related issues for civil court employees had remained unresolved for years. He stated that the demands relate to the employees' service conditions, pay, promotion and welfare. The association has sought cadre restructuring for court assistants, effective January 1, 2006, along with pay revision to a grade pay of Rs.4,600. It also demanded the immediate disposal of pending promotion cases and an end to providing MACP instead of regular promotions. Other demands include equal pay for equal work, clearly defined duties and a separate judicial employees' cadre. The association has also sought revision of pay and allowances in accordance with the Shetty Commission's recommendations. It demanded a transparent online system for posting and transfers within the home district or division. The charter also includes a demand for 100 per cent compassionate appointments, free health cards, cashless medical treatment and education allowance for children. The employees have also sought implementation of the old pension scheme in Bihar and measures to ensure dignity and safety at the workplace. General secretary Satyarth Singh said the proposed programmes were intended to highlight the employees' grievances through peaceful and democratic means. The association said it did not intend to disrupt judicial work. Tiwari and Singh urged the state government to convene a high-level meeting and resolve the demands within a fixed time frame. The association also sought effective compliance with orders and directions issued by the Supreme Court and the Patna High Court.
