Bihar govt constitutes CS-led panel to address long-pending issues of education institutions
PATNA, Oct. 1 -- Bihar government on Tuesday set up a high-level committee under chief secretary Pratyay Amrit to deal with the vexed issues confronting hundreds of aided, unaided institutions, Sanskrit schools and madrasas in the state, which have thousands of teachers and employees.
The committee comprises development commissioner, additional chief secretary (education), ACS (general administration), ACS (finance), Bihar School Examination Board chairman, secretary (minority welfare) and directors of secondary and higher education.
"The committee will look into the grant-in-aid given under establishment head to these institutions and various issues related to salary payment to teachers and employees, including the discrepancies. The committee will meet every month," says the government notification issued on Friday.
There have also been a lot of complaints regarding exploitation of teachers and staff, who don't get paid properly even in institutions getting performance grants, backlog payment due to delay in submission of utilisation certificate by universities concerned and questions about the veracity and credentials of employees due to presence of ghost employees and teachers.
The genuine ones have been protesting for long and the matter also figured in Bihar Vidhan Sabha in the past. Their demands include proper salary structure, instead of fixed grant, to ensure regular monthly payment and clearance of arrear.
Following the abolition of unaided education policy in 2008, the government had linked performance to grants given to unaided degree colleges in a bid to streamline the system, but the problems still persist with the payment to teaching and non-teaching staff.
"This is another attempt of the government to take the teachers and employees for a ride. They organised demonstration in the past to draw the attention of the government towards their demands and the matter also echoed in Bihar Legislative Assembly, but this is what has emerged on poll eve - deception," said media in-charge of Bihar state affiliated degree colleges teacher and non-teaching employees' association Arun Gautam....
