PATNA, Sept. 25 -- Days after Jamui harassment horror, four people were on Thursday arrested after a video surfaced showing them molesting a teenage girl in the open in Samastipur, police officers said. The video was spotted in circulation on Wednesday evening and the incident occurred on September 15, police added. The footage shows the girl surrounded by a group of youths. One man is seen repeatedly holding her arm as she attempts to move away, while another allegedly tries to hit her. The girl can be heard asking them to release her and saying that she would call her brother. One of the youths allegedly responds, "Okay, call him." According to the police, the girl was travelling with a boy and had stopped on the bypass road to take photographs when some local youths allegedly approached them and began abusing and harassing her. The incident was recorded on a mobile phone and the video subsequently circulated on social media. Samastipur Superintendent of Police (SP) Arvind Pratap Singh said that those arrested were identified as Vikash Kumar Sharma, Rahul Kumar Paswan, Rambabu Sahni and Awadhesh Paswan. Two of the arrested accused have been sent to jail at least twice in liquor-related cases. Police said that they have taken suo motu cognisance of the matter since the survivor is yet to be identified and traced. A First Information Report has been registered under relevant provisions of the Bharatiya Nyaya Sanhita, Protection of Children from Sexual Offences Act (Pocso) and the Information Technology Act. "The incident took place on September 15. Police received the information at around 10.30 pm on September 23. In the course of investigation and through local sources, we received the video containing highly sensitive visuals of an incident. Following the identification of the place of occurrence, the police launched an investigation," SP Arvind Pratap Singh said. Three of the arrested accused residents of Jagat Singhpur village while Awadhesh Paswan from Bijolia village, police said. "Police attempted to identify the victim immediately but her identity remains unconfirmed. Based on preliminary assessment of the footage, she appeared to be a minor. During interrogation, it was revealed that the incident had taken place approximately a week ago. The video was also found on the mobile phone of one of the accused, it appears to have been forwarded to others and began circulating on social media after 9pm on Wednesday, eventually going viral," the SP said. As the report of another shocking molestation case after Jamui circulated, the Opposition parties slammed the state government over worsening law and order and increasing crimes against women. Leader of the opposition Tejashwi Prasad Yadav called the incident another reflection of total collapse of law and order in the state and slammed CM Samrat Choudhary for his recent comments that "those who would make reels by capturing any unsavoury incident and making it viral would not be spared". "The CM is saying if one makes reels, they would not be spared whereas those not making any reels would be spared. What does this mean? This is a new idea being floated when there is total breakdown in law and order. The CM should resign as he had himself made big claims about how safe women are in the state," Yadav said. "I am asking the Prime Minister, what should I call this state by? You decide, Prime Minister. Whatever you say, we will accept it. You go to elections and narrate 20 to 25-year-old fairy tales because someone handed you a written script. Say something at least for once. And stop treating Bihar as merely a voting state," RJD MP Manoj Jha said BJP's senior leader Prem Ranjan Patel said that the Opposition leader should not talk about law and order as he should first recall how there was rampant crime incidents in the RJD rule. Patel said that in the NDA government, administration takes swift action against criminals whenever there is any crime. "The Opposition leader is twisting the statement of reels of CM Choudhary for his own gains. The CM had made it clear that people should approach the police when they witness any unsavoury incident instead of creating much fuss over any reels of such incidents," Patel said.
