PATNA, Aug. 17 -- An accused in the 2023 constable recruitment exam paper leak case was arrested on Saturday by the Economic Offences Unit (EOU) of Bihar Police, officials said. The accused, 35-year-old Rajkishore Kumar Shah, carried a reward of Rs.1 lakh and was a close aide of Sanjeev Singh alias Lutan Mukhia, alleged mastermind of several exam paper leaks, including NEET-UG. "Shah, a native of Karpi in Arwal district, used to collect money from aspirants, finance mafias, and manage money transfers within the syndicate," said Manavjeet Singh Dhillon, DIG, EOU. The EOU recovered cellphones, admit cards, and detailed lists of aspirants containing names, districts, roll numbers, exam dates, and booklet numbers. These were allegedly used to help candidates in competitive exams such as CTET, electricity board recruitment tests, and constable exams. The Bihar constable recruitment exam, conducted by the Central Selection Board of Constables (CSBC) in October 2023, had drawn over 1.8 million applicants for 21,391 posts. However, after the question paper leaked on the very first day (October 1), the exam was cancelled and rescheduled. The Bihar Police later registered 75 FIRs across 23 districts and arrested 207 persons. In March 2024, the state government removed then-CSBC chairman and former DGP S.K. Singhal over the episode. Investigators said that the leaked answers were circulated on social media before the exam. Mukhia, his nephew Shubham Kumar, and associate Raj Kishore were booked under charges of cheating, forgery, criminal conspiracy, the IT Act, and the Bihar Examination Conducting Act, 1981. While Mukhia faces four cases, Shubham and Shah each have two. Shah was earlier caught with a walkie-talkie and Bluetooth device during the October 2023 exam. "The arrest is expected to shed more light on the nexus behind exam scams in Bihar. The EOU will take help from cyber forensic experts to analyse data from the seized equipment," an investigator said....
