PATNA, Oct. 1 -- The Election Commission of India (ECI) published the final electoral roll for Bihar on Tuesday, following the successful completion of the Special Intensive Revision (SIR) of electoral rolls. The updated voter list now includes 7,41,92,357 electors, comprising 3,92,07,804 male voters, 3,49,82,828 female voters and 1,725 transgender voters. This marks a significant milestone in ensuring an accurate and inclusive voter list for the state, in line with the ECI's motto of "no eligible voter to be left out, and no ineligible person to be included", said a press communique issued by the office of Chief Electoral Officer (CEO), Bihar. As of June 24, the electoral roll had 7,89,69,844 registered voters. During the SIR process, which ran from June 24 to September 30, a total of 65,64,075 ineligible electors were removed, including 22,34,136 deceased voters, 6,85,000 duplicate entries and 36,44,939 permanently migrated voters. The draft electoral roll, published on August 1, listed 7,24,05,756 electors. During the claim and objection period (August 1 to September 1), an additional 3,66,742 ineligible voters were removed, while 21,53,343 eligible voters were added, resulting in the final tally of approximately 74.2 million electors. This represents a net decrease of about 4.777 million voters compared to the June 2025 roll, primarily due to the removal of ineligible entries, offset by the addition of new eligible voters. The release stated that the SIR exercise, conducted under Article 326 of the Constitution, involved meticulous planning and coordination. The ECI acknowledged the contributions of Bihar's CEO, 38 District Election Officers (DEOs), 243 Electoral Registration Officers (EROs), 2,976 Assistant EROs, and approximately 1 lakh Booth Level Officers (BLOs), alongside lakhs of volunteers and 1.6 lakh Booth Level Agents (BLAs) appointed by 12 major political parties. The process began with the distribution of enumeration forms to 7,89,69,844 electors by June 24, followed by extensive training for election officials at state, divisional, district, and assembly levels between June 26 and 30. Regular meetings with political parties ensured transparency, with booth-level lists of deceased, migrated, or untraceable voters shared by July 20. The draft electoral roll was published on August 1, and made available at polling stations, the CEO Bihar website, and the ECI's voter portal (https://voters.eci.gov.in). During the claim and objection period, special camps were held from August 2 to September 1, at block, sub-division and municipal offices, allowing electors to file applications online or offline. Over 16 lakh applications were submitted online via the ECI portal, with additional entries processed through the BLO app. The release said that those dissatisfied with an ERO's decision, can appeal with the District Magistrate under Section 24 of the Representation of the People Act, 1950, with a second appeal possible before the CEO, Bihar. The State Election Office (SEO) has released the schedule for the biennial elections to the Bihar Legislative Council, covering 11 of the 24 graduating seats in local bodies and graduates/teachers' constituencies. The announcement aligns with the preparation of electoral rolls for key constituencies, including Patna, Tirhut, Darbhanga, Koshi and Saran, as per the SEO press release. The election process begins with a public notice issued on September 30 under the Registration of Electors Rules, 1960. Key dates include nomination filing from October 8 to 15, scrutiny on October 16, and withdrawal by October 18. Polling is scheduled for November 20, with counting on November 24.
