PATNA, Sept. 27 -- With only four days left for the publication of the final draft of electoral rolls as per the Special Intensive Revision (SIR) conducted in Bihar, there are possibilities that around 12-13 lakh additional names could figure in the final updated list to be published on September 30 as against the first draft published on August 1. The final updated electoral rolls could have around 7.37 crore voters, exceeding from 7.24 crore of August 1. The August 1 list had around 65 lakh voters less than the last updated list of 7.89 crore voters in June this year. It was due to their names omitted on account of shifting, duplicate entries or death, as per the ECI. Officials part of and aware of the SIR findings said that the disposal of applications for addition and deletion of names as received during the claims/objection period from August 1 to August 30 have almost been disposed of with the process now going on for the final publication of the electoral rolls. "There could be around 12-13 lakh more additions based on the number of applications for inclusion of names of voters and also deletions of names of voters. There were also objections/claims submitted by political parties. The disposal of all applications are nearly complete with the final processes going on," said an election official in the state election department, Going by the figures of claims/objections, a total of 15.32 lakh applications were received from new voters above the age of 18 for inclusion of names while there were 33,326 applications put forth by eligible voters for inclusion of names. Similarly, 2.07 lakh applications were received for exclusion of names on account of shifting, duplicate names or dead voters. Recognised political parties had only given 25 applications in prescribed format for inclusion of names of voters and 103 applications for exclusion of names, as per the data of ECI on August 31. "The number of forms submitted for exclusion was also high. Besides, the inclusion of names has been done with proper documentation as laid down by the central poll panel," said another EC official. As per the SIR schedule, the checking of health parameters of the finalised electoral rolls and obtaining the Election Commission's permission for final publication has to be completed by September 27. The process of updating the database and printing supplements too have to be completed by September 27. The SIR process to update the electoral rolls by verification of voters by BLOs started from June 25 and the first phase completed on July 26. The exercise has had its share of controversies, with the Opposition parties moving to the Supreme Court seeking relief in the mandatory provision made for electors to give at least one of 11 prescribed documents....
