Legal notice over Mulund landfill plan
MUMBAI, Feb. 27 -- The municipal commissioner has been served a legal notice over alleged corruption in the Mulund dumping ground reclamation project, where tender conditions are allegedly being flouted, environmental safeguards ignored and "money is being minted" from the dump. The notice, served by a Mulund-based lawyer, has sought a departmental inquiry against civic officials overseeing the project.
The Mulund dumping ground was shut years ago and the BMC has awarded a contract to clear legacy waste, scientifically clean the dumpsite, and restore the old landfill. However, advocate Sagar Devre, in his notice, says reclamation is not being done scientifically, as prescribed in the tender.
He also alleges "widespread corruption" in the excavation and transportation of waste from the site. According to the tender, the contractor must first make the site environmentally safe before excavation begins. This includes venting landfill gases such as methane, draining toxic leachate and filtering released air through bio-filters. The tender also mandates blowing air through plastic pipes for two days before breaking open the dump and exhausting air only after filtration. Devre alleges that none of these conditions is being observed.
"Trucks are entering the dumping yard, filling up with garbage and transporting it elsewhere. Money is being minted from these dumps," he alleged, adding that each vehicle entering and exiting the site must be properly accounted for.
Devre also alleged that dumpers, instead of exiting the yard after being weighed, wait at the entry point and return to the weighbridge, thereby generating multiple challans for the same vehicle.
He has demanded a departmental inquiry against the civic officials concerned, stating that he will approach the court if he does not receive a satisfactory response.
A senior BMC official said the allegations will be looked into. "If his allegations are true, we won't hesitate to act as we have already fined the contractor over Rs.9 crore to date," he said....
