Gairsain, Aug. 21 -- The monsoon session of the Uttarakhand assembly in summer capital Gairsain ended two days before schedule, after passing key bills and the supplementary budget amid continuous uproar by Congress MLAs demanding a debate on alleged violence during the Nainital panchayat polls. Both the state government and the Opposition blamed each other for the truncated session. Parliamentary affairs minister Subodh Uniyal said the government wanted to run the House but alleged that Congress had no intention of letting it function. "Breaking all traditions, the government convened a four-day assembly session in Gairsain.business for two days was decided on August 18.it was to be fixed only for the first day.but on the insistence of the Leader of Opposition it was extended for two days.at that moment we realised Congress had no intention of allowing the House to function," he said. Uniyal said they raised an issue in the assembly (Nainital poll violence) which is sub judice in the Uttarakhand high court. "Congress created serious disruption in House proceedings.at a time when the state is suffering from disasters.and it is the silver jubilee year of the state.and important decisions were to be taken.yet they did not allow the House to work.along with vandalism they turned the House into an inn.this is the assembly.it has a dignity.what they did...it is an insult to the House and to the people who elected them as their representatives," he said. He said the government wanted to run the assembly and was ready to answer all questions, but the Opposition did not want the House to function. On being asked if he wrote to the Speaker for action against Congress MLAs, Uniyal said he met the Leader of Opposition and MLAs, and CM Dhami also spoke to them but to no avail. Leader of Opposition Yashpal Arya said they were seeking a discussion on law and order regarding violence during the panchayat polls, "but the government ran from discussion". He said, "The way democracy was murdered. There was a dacoity of votes in broad daylight. Around 50-60 BJP workers abducted five zila panchayat members at gunpoint while thrashing them. Gunfire was also reported in other areas. We requested the Speaker for discussion.we kept raising our demand but to no avail." He said, "The Business Advisory Committee had fixed business for just one day, but later changes were made.they hurriedly passed the supplementary budget and bills without debate. We already raised our apprehensions before the session began that they would try to curtail it. They had decided beforehand for the House to sit for two days, but even that did not last fully." Speaker Ritu Khanduri Bhushan termed it unfortunate that the session, scheduled for four days, lasted only two. "It is unfortunate. We expected meaningful discussions on issues of public concerns, especially disasters affecting different regions, but the uproar prevented it." On Congress MLAs staging an overnight sit-in inside the assembly, she said that while protest was a democratic right, legislators must reflect on how it is carried out. Amid protests, the assembly passed several important bills, including Uttarakhand Minority Education Bill, 2025; Uniform Code, Uttarakhand (Amendment) Bill, 2025; e Uttarakhand Freedom of Religion and Prohibition of Unlawful Conversion of Religion (Amendment) Bill, 2025, without discussion....
