Government steps in, asks LDA to follow legal route of notices first
LUCKNOW, June 30 -- The Lucknow Development Authority (LDA) has halted its immediate sealing drive against commercial establishments operating in violation of prescribed rules, and has shifted to a notice-first enforcement policy following orders and directives from state authorities. The issue got highlighted following protests by traders' associations, confirmed a senior LDA official while speaking to Hindustan Times on Monday.
The move marks a significant change in the authority's aggressive crackdown, which began after a fire in an Aliganj building claimed 15 lives and injured nine others. The LDA had launched an unprecedented citywide inspection drive targeting illegal commercial use of buildings and violations of building by-laws and fire safety norms.
On the first day of the drive, June 24, LDA teams sealed 71 commercial establishments across its eight zones and issued notices to 83 property owners. The following day, officials sealed 55 more establishments and served 78 notices. In just two days, the authority sealed 126 establishments and issued 161 notices, making it one of the largest enforcement drives undertaken by the civic body in recent years.
However, the crackdown drew sharp opposition from trader unions and business associations, which alleged that immediate sealing without prior notice disrupted businesses and violated due process. The protests prompted intervention from senior government officials, who directed the authority to follow a legally maintainable enforcement mechanism.
