Lucknow, April 30 -- BJP MLA Rajeshwar Singh has proposed the implementation of a "Mukhyamantri Nari Shakti Industrial Promotion Policy" to develop Uttar Pradesh into a women-led industrial growth model. Singh emphasized that the time has come to move women empowerment beyond the social domain and make it a central driver of economic growth. He proposed special incentives for industries where at least 75% of the workforce comprises women or those that operate as fully women-led enterprises. Citing global and national examples, Singh pointed out that as per the OECD Employment Outlook 2025, Japan's female employment rate stands at 55.1%, with labour force participation nearing 77%. In Germany, 3.84 million SMEs account for 99.95% of companies, contributing over 50% of economic output and nearly 60% of employment, with around 16% being women-led enterprises. In India, Bengaluru's garment industry employs around 5 lakh workers, 90% of whom are women, while Kerala's Kudumbashree model engages over 4.5 million women across sectors. Singh identified key sectors in Uttar Pradesh with strong potential for women-led industrial growth, including textiles, garments, food processing, dairy, ODOP, chikankari, electronics assembly, pharma packaging, BPO services, sanitary products, agri-based industries, and solar assembly. He proposed a comprehensive incentive framework, including SGST reimbursement, exemptions on stamp duty and registration fees, 50-75% power tariff subsidy, solar subsidies, affordable industrial land, dedicated women industrial parks, plug-and-play units, collateral-free loans, interest subvention, priority in government procurement, along with support infrastructure such as working women hostels, transportation, and creche facilities.
