Jodhpur, Aug. 17 -- The Rajasthan high court's division bench has stayed the ongoing counselling process for admissions to B.Sc. Nursing courses for the academic year 2025-26, directing that the process should not continue until the issue of granting no objection certificates (NOCs) to institutions is resolved. The order came on an appeal filed by the Rajasthan University of Health Sciences (RUHS), Jaipur, against a single bench direction that had allowed Deepshikha Kala Sansthan (a regional nursing college) to participate provisionally in the counselling process for 50 seats. The Division Bench comprising Dr Justice Pushpendra Singh Bhati and Justice Bipin Gupta, while hearing RUHS's appeal on Friday, observed: "Ordinarily, this Court would hesitate to stay the entire counselling process, considering the larger public interest. However, in this case, to prevent deviations in the Nursing Courses for the academic year 2025-26 and to avoid the creation of conflicting rights, this order is passed with a direction to the State to expeditiously address the NOCs, preferably within two weeks." During the hearing, counsel for RUHS argued that continuing with counselling before finalizing the NOCs could lead to discrepancies. Supporting the argument, additional advocate general Narendra Singh Rajpurohit, appearing for the State, also submitted that counselling should only proceed once the NOC-related issues are settled.Counsel Shreyansh Mardia appeared on behalf of the respondent institution. Accepting the joint position of the state and RUHS, the bench stayed the counselling process until further orders. It also clarified that once the NOC process is completed, any party may move an application for resumption of counselling, which will then be duly considered.
