JODHPUR, Sept. 23 -- The Rajasthan high court's interim orders were in place in several seats during the civic body elections as candidates and elected councillors sought its intervention over apprehensions of arrest, detention and attempts to prevent them from voting. Congress candidates won in Kuchera and Tijara, Congress also retained the Bikaner mayoral post, an independent candidate won in Hanumangarh, while the BJP secured the Sri Ganganagar chairperson's post by one vote. The result in Sri Vijaynagar, where three councillors voted under police protection after the court's intervention, remained pending as counting was stayed. In Kuchera Municipality, Congress candidate Tejpal Mirdha, who had sought protection from arrest after an ACB case was registered against him shortly after he filed his nomination, won the chairperson's election by 13 votes to 12. The high court, hearing his petition on Sunday, had questioned the timing of the FIR and directed that he not be arrested till October 5. In Tijara, Congress candidate Ram Avtar Saini defeated BJP's Subhash Chand Saini by two votes. Saini had approached the Jaipur bench alleging that councillors supporting him were being detained and had sought postponement of the election. The court declined to defer the poll but made it clear that elected councillors could not be prevented from voting. The State Election Commission had also ordered an inquiry into the allegations. The election was ultimately held after polling was extended following the court's intervention. In Sri Ganganagar Municipal Council, BJP candidate Ajay Dawra defeated independent candidate Sanjay Mundhra by one vote to become chairperson. Mundhra had moved the high court after an FIR was registered against him. The court noted the timing of the FIR, issued notice and directed that he not be arrested till the next date. In Sri Vijaynagar, the court had intervened after chairperson candidate Sushil Midha alleged that councillors travelling to vote for him had been attacked and abducted. The court directed that the result remain subject to its final decision. Three councillors who were allegedly abducted were traced and voted under police protection. Counting, however, has been kept on hold, leaving the final result pending. In Bikaner Municipal Corporation, Congress's Anil Kalla won the mayoral poll, defeating BJP's Surendra Singh Shekhawat 50-30. Kalla's victory came after the court granted interim protection from arrest to Congress councillor Maksud Ahmed, who had alleged that police action in an old case could prevent him from voting in the mayoral polls. Hanumangarh saw another closely watched contest. Independent candidate Manju Ranwa was elected chairperson with 35 of the 60 votes. She was backed by independent MLA Ganeshraj Bansal, who was arrested by police on September 20 over an old case. Bansal, his wife Santosh Bansal and daughter Vandana Jain approached the court. Separately, nine elected councillors also sought protection, alleging threats and attempts to prevent them from voting. The court granted limited protection, directing that no coercive action be taken. In Kekri, Anil Kumar Mittal won the chairperson election with 21 of 40 votes, helping Congress form the board.
