Jodhpur, Aug. 20 -- The Rajasthan high court has been apprised of the persistent vacancies and administrative delays affecting key child protection institutions in the state, including the Rajasthan State Child Rights Protection Commission, Juvenile Justice Boards (JJBs), and Child Welfare Committees (CWCs). During the hearing of a suo motu petition, amicus curiae Anirudh Purohit submitted a detailed chart outlining the status of appointments and staffing across these bodies. The division bench of justice Pushpendra Singh Bhati and justice Bipin Gupta on Monday directed that the chart be shared with the state government for a comprehensive response. According to the report presented by the amicus, the post of chairman of the Rajasthan State Child Rights Protection Commission remains under consideration despite recommendations being forwarded by the Selection Committee in September 2024. A notification for appointing one member was issued in April 2025, but the process is still pending. Notably, no steps have yet been taken to appoint the member secretary and Deputy Superintendent of Police, whose recruitment is tied to the filling of top posts. The Juvenile Justice Boards are also functioning without adequate judicial officers and staff, the report stated. Six posts of principal magistrates and 99 subordinate staff positions remain vacant, with the Commissioner, Child Rights Department, having already written to the Registrar General of the High Court in May 2025, urging immediate postings. The amicus also pointed out that while 205 full-time posts are vacant, service rules for the Child Rights Department are still under preparation.
