HC flags delay in child rights panel formation
JODHPUR, Oct. 6 -- The Rajasthan High Court has expressed concern over the delay in appointing the chairman and members of the Rajasthan State Commission for Protection of Child Rights, noting that more than two years have passed without the process reaching finality.
A division bench of Justice Vinit Kumar Mathur and Justice Chandra Shekhar Sharma directed the state government to complete the appointment process at the earliest, preferably within four weeks. It warned that failure to comply would require the Secretary, Department of Child Rights, to remain personally present before the court.
The bench noted that the chairman and members have a three-year tenure, making the prolonged delay significant.
The court was told that the state had initiated the process, but the file was returned by the Chief Minister's Office on June 29 seeking additional names. The selection committee then met again and undertook a fresh exercise before sending the file back to the CMO, where it remained pending.
"It is incumbent upon the State Government to appoint Chairman and Members of the Commission at the earliest in the welfare of the children of the State of Rajasthan," the bench said, observing that children were facing "lot of pains and problems" in the absence of the commission.
The matter will be heard next on November 16....
