Gurugram, June 5 -- The Haryana government has approved a policy allowing the direct purchase of private land and property through negotiations for the National Capital Region Transport Corporation (NCRTC) projects, said officials. The decision extends the land purchase policy notified on January 8 for Gurugram Metro Rail Limited (GMRL) for projects being executed by the NCRTC and Haryana Mass Rapid Transport Corporation Limited (HMRTC). The NCRTC is executing the Delhi-Gurugram-Bawal and Delhi Karnal Regional Rapid Transit System (RRTS) projects and had asked the Haryana government to bring the NCRTC projects under the policy. Under the policy, land can be procured through mutual negotiations with landowners through a district land purchase committee headed by the deputy commissioner. The committee will include ten members, including a senior NCRTC official. GMRL has already issued a notification for purchase of 10,000 sq mtrs land under the policy. As per the directions issued by Chander Shekhar Khare, managing director, HMRTC, "It is hereby informed that the government has approved the policy for direct purchase of private land/property through negotiation..." The move follows a request made by the NCRTC in February this year, seeking a direct purchase policy for land acquisition for its two Namo Bharat RRTS corridors. In a letter dated February 19, NCRTC managing director Shalabh Goel said the existing land acquisition process under the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement (RFCTLARR) Act, 2013, is time consuming and could delay the projects.
