New Delhi, Feb. 9 -- The police on Sunday arrested a labourer in connection with the death of a 25-year-old man whose bike plunged into a pit in Janakpuri, the second person detained in the case so far, even as the contractor involved in the project remained at large and investigators stopped short of naming him or any Delhi Jal Board officials in FIR. The labourer, Yogesh Kumar (23), allegedly spotted Kamal Dhyani's body in the pit minutes after the fall but did not inform police and fled to Firozabad, Uttar Pradesh, where he was arrested. Deputy commissioner of police (west) Darade Sharad Bhaskar said, "Yogesh was present at the spot... and was among the first to become aware... When the victim's family reached the spot... Yogesh misled them by claiming he had no knowledge." His arrest comes a day after project sub-contractor Rajesh Kumar Prajapati was taken into custody and booked for culpable homicide under Section 105 of the Bharatiya Nyaya Sanhita. Prajapati has been remanded to a day's police custody. However, police are yet to locate the contractor, Himanshu Gupta, and have not named him or any DJB officials in the FIR. A senior police officer said, "The FIR was lodged on the basis of preliminary enquiry. We are now looking for Gupta and will take legal action against him." Investigators said Gupta was not at his Delhi home when teams visited. Delhi urban development minister Ashish Sood met the family and assured action if administrative lapses are found. "The government will ensure the family receives all possible assistance... This a serious matter linked to suspected administrative negligence," Sood said. Police detailed that around 12.15am, a passerby saw the accident and alerted a security guard, who then alerted Yogesh. Yogesh saw the scene and called Prajapati, who arrived around 20 minutes later. Prajapati also saw the body but did not inform police; instead, he called Gupta. After a conference call, Prajapati left around 1.45am and Yogesh fled soon after. Aam Aadmi Party (AAP) leader Saurabh Bhardwaj held a candle march in Janakpuri on Sunday over Dhyani's death and was detained for protesting without permission. He alleged police inaction earlier. Bharatiya Janata Party's Virendra Sachdeva cited it as "politicising the death" and said it was condemnable, urging support for the family....
