Chennai, Sept. 4 -- The Madras high court on Thursday dismissed a writ petition filed by DMK president and former Tamil Nadu chief minister MK Stalin seeking a "100% counting of VVPAT slips" in the Kolathur assembly constituency and, consequently, a declaration that he was the duly elected candidate after nullifying the election of TVK MLA VS Babu. A bench of chief justice SA Dharmadhikari and justice G Arul Murugan held that Stalin's writ petition was not maintainable since the reliefs sought by him amounted, in substance, to a "challenge to the election of the returned candidate". Such a challenge, the court said, can be made only through an election petition under the Representation of the People Act, 1951. The high court also rejected the "attempt to frame the dispute as one concerning only the post-result verification of EVMs and VVPAT units"....
